The Governments commitment to make buying and selling homes easier in the UK and
at the same time help to reduce the CO2 emissions from domestic/residential properties,
introduced a legal obligation (Part 5 of the Housing Act 2004) on home-owners or their
selling agents to have a Home Information Pack available when marketing homes for sale.
Government legislation will place an explicit duty on all home-owners or their agent
marketing and selling a residential property after 14th December 2007 to prepare a Home
Information Pack.
Home Information Packs will provide important information to prospective purchasers at
the very start of their interest in a new home, giving increased transparency on key issues
and any meaningful offer to purchase a property is likely to be based on the detailed
information provided in the Home Information Pack Survey.
One of the key issues will be the Energy Performance statistics of the property, the
results and a certificate for this will be provided by an Accredited Energy Assessor who
will visit the property and carry out an Energy Efficiency Survey.
The aim of this new legislation is to provide every home with an energy rating which will be
based the type of construction, installed insulation, type of heating etc.

compared to the potential ratings that could be achieved with improvements to the property
